Phil Beach, Executive Director for Vocational Qualifications at Ofqual
Phil will provide an overview of what Ofqual is finding in its work with awarding organisations delivering the range of regulated qualifications (in the vocational and technical sphere as well as in GCSE, AS and A levels). He will explain how the regulator is supporting awarding organisations’ compliance with the regulatory framework. This will include lessons from audits, research and recent enforcement activity (including topics such as malpractice and centre controls). He will also update delegates on progress with current programmes of review and reform of qualifications, for example in T Levels, End Point Assessments, Functional Skills and Digital.

Phil has responsibility for leading and delivering Ofqual’s strategic outcomes for vocational and technical qualifications. This includes the day-to-day regulation of a wide range of qualifications as well as leading Ofqual’s involvement in the reform of apprenticeships, T Levels and functional skills. He joined Ofqual in January 2015 as the Director of Strategic Relationships for General Qualifications. This was a new role in Ofqual that was established to help communicate with stakeholders across the General Qualifications community. Before this appointment, Phil served in the Royal Air Force with much of his recent career spent out of the cockpit focusing on command and leadership, strategy, policy and plans.
