Dr Rachel Heath-Davies is the Head of Strategic Policy at Qualifications Wales. She has a BSc in Business and PGCE and her PhD was in education policy. Rachel’s career experience spans across the education sectors, including schools, FE and HE. She was the Managing Director of Cardiff University’s Language Teaching Centre for many years, where she developed innovative e-learning and national teacher training courses and led a large work-based learning provision. A Chartered Examiner and Assessor, she has first-hand experience of developing curriculum and assessments, and has worked as an examiner for awarding bodies before her current role in regulation. Rachel has worked in several national organisations, including the Department for Education, Welsh Government and National Audit Office. She has conducted research in areas including education markets and student choices, language acquisition and bilingualism, additional learning needs, the foundation phase, and literacy. Currently, Rachel is leading Qualifications Wales’ review of its Standard Conditions of Recognition as well as leading on all strategic policy development and reviews, which includes the development of the Transfer Condition Policy.
