LSC Vocational Qualification Reform Programme; Rebuilding the Learning Aims Database – Consultation Workshop

As you aware, the Learning and Skills Council has begun an extensive programme of changes to its business systems and processes in order that we can better support and realise the flexibilities and benefits of the Qualification Credit Framework (QCF). This work is part of the wider programme of vocational qualification reform which the LSC and its successor organisation, the Skills Funding Agency is taking forward. The work is focussed on particularly on the changes which will need to take place the LSC's Learning Aims Database (LAD), which holds details of accredited and non-accredited qualifications by academic year, and is used by providers and a range of other stakeholders.

Vocational qualification reform will place additional demands on the LAD and we are already aware of awarding organisation concerns that LAD is currently not responsive enough. In order to ensure that the QCF can be delivered effectively and the time taken from qualification accreditation to delivery can be managed down the current LAD will be phased out in 2011 and replaced with a successor system. As an interim step, a number of short term tactical changes will be made to LAD for the start of the August 2010 delivery year.

As part of taking forward the changes on LAD, we are holding a consultation workshop where we wish to consult with awarding organisation colleagues on the proposed changes needed and the nature of the LAD successor system. We would also wish to talk to awarding organisation colleagues about the tactical changes being made to LAD.

The workshop will be of interest to colleagues in Awarding Organisations who have a specific responsibility for business operations. The workshop is scheduled for 30 March 2010 and will run from 10am - 3pm. The workshop will be held at the Ramada Hotel in Coventry. Lunch and refreshments will be provided.

We are aware that demand for this workshop may be high, and if necessary we will schedule an additional workshop. At this point in time we will have to limit attendance to one representative from each awarding organisation. If you do wish to attend the workshop I would be grateful if you respond via email response to my colleague Bally Kaur (at Bally.Kaur@lsc.gov.uk) by Friday 12 March 2010.
